FWIW, I have a number of business clients in Russia, and the pucker factor is very high there also. Things have really slowed down. But, you are right. There is not much of a penalty for failure, unless you do something really stupid and wind up in the general population. I guess you’ve seen this -obviously written by someone familiar with the problem:
